01.IDs are permanent and non-reusable — once issued, the sequence never resets
02.The year in the ID reflects the current issuance year, not the era
03.Minecraft username must exactly match the citizen's in-game name
04.Revoked IDs are archived — they are never reissued to a new citizen
05.Landen SAT citizens use the same issuance process as mainland citizens
